The Union Government is responsible for the maintenance of four Central Universities and institutions of national importance, for promotion of research, and co-ordination and determination of standards in higher education and research institutions of national importance are largely autonomous institutions entitled by law to design, develop and offer programs which they consider relevant and appropriate for the national needs. Like the Indian Institutes of Technology; which are declared as such by the Government of India by an Act of Parliament and are empowered to award degrees.
